Can anyone give me some ideas on ways to search for somebody without costing anything?

My husbands brother was killed 16 years ago. His wife moved then moved with their 3 year old daughter. We have not seen our neice for 15 years and would like to try to find her. I can’t afford what the attorneys want. All we have to go on is her name, age, birthdate, where they used to live, what state they moved to and was still living in a couple of years ago.
